USA Cricket at risk of being put 'on notice' by ICC

Non-compliance concerns centre around USAC not fulfilling governance norms set by the US Olympic body, and longstanding vacancies in top administrative posts

The ICC has warned USA Cricket (USAC) it risks being “put on notice” for non-compliance with its Associate membership status, barely a month after the last game of a historic, first-ever ICC global event staged in the country. The USA was a co-host, with the West Indies, of the T20 World Cup in June, staging games at three venues as the ICC acted on its long-held ambition of breaking into North America.But the difficulty of that ambition is evident in the warning, which says USAC is potentially in breach on two counts. One concerns USAC not fulfilling the governance norms set by the US Olympic and Paralympic Committee (USOPC) necessary for it to earn the National Governing Body (NGB) status, which is mandatory for all sports that were last year added to the 2028 Olympics in Los Angeles. And on the second the ICC has hauled up USAC for not having a “fit-for purpose administrative structure”, including not filling in the vacant CEO position after it sacked the previous incumbent months into his job.”USA Cricket is currently Non-compliant with ICC Associate Member Membership Criteria 2.2(b)(i) (governance structure) and 2.2 (b)(ii) (administrative and executive structure) and is at risk of being placed ‘On Notice’,” the ICC said in an note sent recently to all its members attending the global cricket body’s AGM, which will take place on July 22 in Colombo immediately after the ICC Board meets.Titled “Associate Member Membership Update”, the five-page document, accessed by ESPNcricinfo, was sent on July 11. The ICC noted that the USOPC had “expressed serious concerns” over the governance model of USAC. “The USOPC has written to the USAC expressing serious concerns about the ongoing governance of USAC. Whilst this does not put USAC in breach of ICC Membership Criteria, it reflects broader concerns regarding USAC’s governance.”However, USOPC have stated if USAC do not achieve NGB certification, they will be required to commence a process to recognise an alternate NGB for cricket, which could put USAC in breach of ICC Membership Criteria to be “recognized by the ICC (at its absolute discretion) as the primary governing body responsible for the administration, management and development of cricket (men’s and women’s) in its country”.This is second time this year the ICC has put USAC on alert. After its quarterly meetings in March, the ICC sent a missive to USAC hauling it up over several issues, including warning it even back then that USAC was not doing enough to become USOPC compliant. The ICC also raised the issue of not having a CEO in place ever since it released the incumbent Dr Noor Mohammad Murad, as well as not appointing an independent director on its Board.That email, sent by ICC CEO Geoff Allardice six days after the ICC Board met in Dubai, was addressed to USAC chair Venu Piske, who was elected to the position in July 2023. While the ICC Board acknowledged USA’s “importance” as a “cricket territory”, Allardice noted in the email, seen by ESPNcricinfo, it was also aware of the “long history of problems” with USAC.The ICC Board had even toyed with the idea of suspending USAC membership in March for “being in serious breach of membership obligations”, but it did not happen eventually only because Allardice said it would disrupt USA’s preparation for the 2024 T20 World Cup. Instead, the ICC Board decided to give USAC a “last chance” to “remedy” the non-compliance issues.As a primary punitive measure though, the ICC Board did stop the annual funding USAC receives until it fulfilled all membership criteria, only allowing “controlled funding” on an “exceptional basis” between April and July “to enable cricket in the USA not to be prejudiced”. During the T20 World Cup, ICC chair Greg Barclay and Allardice once again reiterated to USAC that it was in danger of being suspended if it failed to comply with the membership criteria.Now, in the July AGM note, the ICC said the USAC continued to still be in breach and recommended stronger sanction. “USAC still does not have a fit-for purpose administrative structure. USAC do not currently have a CEO, having terminated the employment of their most recent one after only a few months in the role. A recruitment process for a replacement CEO has commenced. In April, the two remaining USAC Development staff (the Development Manager and Women’s Manager) resigned. A process to replace these staff as has not yet commenced. Currently, replacement staff are temporary and part-time contractors.”It is Management’s view that USAC has not remedied all areas of non-compliance as outlined in the ICC’s letter to USAC dated 21 March, 2024, and is therefore at risk of being placed ‘On Notice’.”In its initial response, sent on July 12, USAC is understood to have told the ICC that it had appointed an independent director – Pintoo Shah – who also took charge as the Treasurer. His appointment was ratified by the USAC Board on the same day. The delay in filling up the independent position, USAC explained, was due to it amending its constitution to fall in line with USOPC regulations.The USAC email, copied to senior USOPC officials, also said it was harsh on ICC’s part to threaten “drastic action” when it was working hard to meet compliance. USAC said it was informed of the NGB accreditation process only on January 24, so it was unfair to expect it to be compliant by March when the ICC sent the initial warning, and especially when the deadline for compliance submission to USOPC was September 30.As for the vacant CEO position, USAC said that it had received several applications when it advertised for the position this April and shortlisted names, keeping ICC Americas in the loop. The new USAC CEO, it is understood, will be appointed immediately after the ICC AGM.

The first blow was landed by Atkinson, who had limited Dimuth Karunaratne to a solitary scoring stroke in his first 17 deliveries, only for the batter to fluff his first shot in anger, a swish across the line to a well-directed lifter. And though it took a while, Bashir eventually did the needful, tempting Rathnayake into one lofted launch too many, as Woakes back-pedalled at mid-off to end his fun.With half-an-hour to the close, Sri Lanka also turned instantly to slow bowling as the reply got underway, with two spinners sharing the new ball in a men’s Test in England for only the second time since 1970. With Lawrence opening the batting in place of Zak Crawley, he and Ben Duckett showed the probable riches still on offer in the surface, in clattering along to 22 for 0 in four overs.Prior to the start of play, both sides lined up on the outfield for a tribute to the late Graham Thorpe, who died on August 4, aged 55. Well, according to a report by Portuguese newspaper Record, Celtic are ‘fighting’ to sign Flávio Nazinho this summer, with Roma and Real Sociedad amongst those also interested.

Nazinho is a 21-year-old left-back who began his senior career at Sporting CP, his debut coming against Borussia Dortmund in the Champions League in November 2021.

This is despite his limited minutes due to a hamstring injury, as well as the fact that he was playing for the team that ultimately finished third-bottom, only retaining their top-flight status by beating Patro Eisden Maasmechelen in a play-off; Nazhino scoring during the second leg at Jan Breydelstadion.

A Palmer repeat: Chelsea now considering move to sign "immense" £60m star

Chelsea have already seemingly struck gold when it comes to some of their early summer additions to Stamford Bridge.

Indeed, Joao Pedro couldn’t have wished for a better introduction to life in Chelsea blue after leaving Brighton and Hove Albion out at the Club World Cup, powering home a clinical three strikes from three games, with fellow new attacking recruit Liam Delap also chipping in with a promising assist.

Enzo Maresca will be delighted with how quickly his fresh recruits have got up to speed with the pace of their new side, with more signings now surely in the pipeline.

Chelsea eyeing cut-price deal for new defender

Chelsea have a reputation for a reason when it comes to splashing the big bucks, with £90m already denting the bank account off the back of Delap and Pedro entering the building in quick succession.

An even steeper £78m expense might soon be signed off on, too, with Morgan Rogers deemed a top priority move by the powers that be at West London, on top of other exciting playmakers appearing on their shopping list in the form of Dutch superstar Xavi Simons.

However, not every summer pick-up Chelsea go after has to be the flashiest or the most daring capture, with Footbal.London now reporting that a cut-price deal for Ajax defender Jorrel Hato could be on the table.

Football.London speculates that the Blues are considering a move for the young Dutchman and will try to snap up the services of the 19-year-old gem for a cut-price £40m – even as his Eredivisie employers state they want £60m to part ways.

Chelsea are particularly keen on the defender owing to Renato Veiga potentially heading out the door.

How Hato could be a Palmer repeat at Chelsea

Coincidentally, Cole Palmer cost around the same £40m region when he left Manchester City behind as a wide-eyed youngster attempting to make a name for himself.

It’s fair to say he’s certainly done that – as his glorious solo effort helped his side lift the Club World Cup. They may not be positionally similar but Hato could potentially go on to be Chelsea’s next Palmer; another emerging talent that explodes into life at Stamford Bridge.

Before exploring Hato’s rise in Amsterdam, it’s only right to further analyse how much of a wild ascent Palmer has been on since ditching the Etihad for pastures new in West London.

On the senior books of the Citizens, Palmer only mustered up a meagre eight goal contributions from 41 appearances, making Chelsea’s splurge of £40m on the 23-year-old attacker two years ago look like a rash shot in the dark.

Now, however, he has a mammoth 43 goals and 29 assists next to his name from 97 Chelsea appearances and counting, resulting in his transfer value sitting at a pretty £104m, according to Transfermarkt.

Hato will be dreaming of being the next star to undergo this sharp trajectory; therefore, with the 19-year-old already making significant waves back in his native Netherlands to suggest he has an extremely bright future in the game.

If anything, Hato is actually ahead of Palmer’s development now, when the 23-year-old was still situated at City, with three standout seasons already under his belt in the Dutch top-flight.

In a similar manner to Palmer then, the teenage sensation will hope he can arrive in West London and instantly battle it out for starting spot in Maresca’s main side, with the “immense” talent – as he’s been heralded by football talent scout Jacek Kulig – a capable performer both in the heart of defence or as a left-back option.

Further lauded as being “very mature” by ex-Ajax teammate Jordan Henderson, don’t be surprised if Hato becomes a key first-teamer from the get-go if he does spread his wings to England, as another Palmer-like steal excites spectators at Stamford Bridge.

It was a masterclass by the stylish left-hander who grafted for his runs early before accelerating and dominating his former team to earn player-of-the-match honours.Harvey, the nephew of former Australia allrounder Ian Harvey, easily surpassed his previous highest domestic one-day score of 61.Drew, 28, was just as impressive and lifted the tempo to ensure his team claimed the win inside 40 overs to get what could be a crucial extra competition point.Earlier, Johnson took 4 for 46 in a fast and furious spell that set up the win after Carey had won the toss. Johnson removed big-hitting Josh Brown when his former Brisbane Heat teammate was brilliantly caught by a diving Drew at mid-off.His second wicket was a tribute to the left-armer’s searing pace and attacking mindset. Johnson let rip with a straight short ball that had Campbell Kellaway rushing his pull shot and gloving through to Carey.Handscomb came in with Victoria reeling at 42 for 3 and showed aggression and patience depending on what was required. After lashing a suite of boundaries and two imperious sixes, Handscomb accumulated 15 singles in a row.He was dropped on 83 when Liam Scott was unable to grab a caught and bowled chance. An effortless lofted cover drive to the boundary against spinner Lloyd Pope summed up Handscomb’s absolute control for much of the innings. He found a willing ally in Jonathan Merlo (78 off 71) but the final tally was nowhere near enough.

Benjamin Sesko has been a player who has been massively on the radar of Manchester United this summer, unsurprisingly so given his goalscoring form in recent times.

The RB Leipzig striker managed to score 21 times for the Bundesliga side across all competitions, undoubtedly improving the situation within the final third at Old Trafford.

He’s found the net 39 times in his 87 outings for the German side, evidently ready for the next step in his career, which could see him move to the Red Devils this summer.

However, any deal for the Slovenian could be an expensive one, with a fee in the region of £80m constantly being mooted to see him move clubs this summer.

Their interest has been growing throughout the summer transfer window, leading to a huge update being dropped on his future over the last couple of days.

The latest on United’s hunt for new additions this summer

The Red Devils made their opening offer for the 22-year-old this week, with their bid totalling £74m including add-ons, but it’s unclear if such a bid will be accepted by the Leipzig hierarchy.

However, they’re not alone in their hunt for his signature this window, with fellow English side Newcastle United in the hunt for his signature – leaving the player with a decision to make before the end of the window.

He’s not the only player currently in their sights, which could see Galatasaray star Gabriel Sara also make the move to England, according to Takvim via Sport Witness.

They claim that the Red Devils are preparing a €40m (£35m) offer for the 26-year-old central midfielder this summer, just one year after he joined the club from Norwich City.

It also states that the player would be open to a move to join Amorim’s side, but the Turkish side are in no rush to offload him and will only part ways if his asking price is met in this window.

Such a deal will go down as one of the best in the club’s history, with his £47m move from Sporting CP back in January 2020 now looking like an excellent piece of business.

However, the club have the opportunity to replicate such a move this summer with a deal to sign Sara, with the Brazilian potentially following suit of the 30-year-old and his own move to Manchester.

The 26-year-old could replicate such a move by joining the club from another European side outside the top five divisions – before making an impact with his creativity.

If he can replicate such figures from his recent season in Turkey, it would be a superb addition and one that could add another dimension to Amorim’s already impressive attack.

Sara, who’s been labelled “outstanding” by former boss David Wagner, registered 7.6 progressive passes per 90, along with 2.4 passes into the opposition’s box – with both figures ranking him in the top 7% of all players in Europe.

The Brazilian’s talents are also reflected out of possession, winning 65% of the aerial battles he entered, whilst registering 1.6 tackles won per 90 – arguably being a perfect box-to-box option.

£35m for a player of Sara’s quality this summer would be great business by the club, adding needed depth within the midfield department in their quest for success.

If he can replicate the levels achieved by Bruno at Old Trafford, it would go down as another brilliant piece of work by the recruitment team – handing Amorim the platform he needs for success.
